FG-Okonjo-Iweala spent $2.1bn without approval
The National Economic Council, chaired by Vice-President Yemi Osinbajo, on Monday accused former Minister of Finance and Coordinating Minister of the Economy, Dr. Ngozi Okonjo-Iweala, of spending $2.1bn from the Excess Crude Account without authorisation.
“We looked at the numbers for the Excess Crude Account. The last time the former Minister of Finance and Coordinating Minister of the Economy, Mrs Ngozi Okonjo-Iweala, reported to the council, and it is in the minutes, she reported by November 2014 that we had $4.1 bn.

Edo State Governor Adams Oshiomhole told State House correspondents after the NEC’s 58th meeting in Abuja.
“Today, the Accountant-General Office reported we have $2.0bn. Which means the honourable minister spent $2.1bn without authority of the NEC and that money was not distributed to states, it was not paid to the three tiers of government,”
According to the economic council, the ‘unauthorised’ spending is among the several anomalies discovered in the management of the nation’s economy between 2012 and May 2015.
Within the period, the Nigerian National Petroleum Corporation was said to have earned a total of N8.1 tn but remitted only N4.3tn.
Due to this reason, the Federal Government has constituted Oshiomhole, Kaduna State Governor, Nasir el-Rufai; Akwa Ibom State Governor, Udom Emmanuel; and Gombe State Governor, Ibrahim Dankwambo, into a panel to probe the NNPC and the ECA between 2012 and May, 2015.
Oshiomhole, el-Rufai, Emmanuel and the Zamfara State Governor, Abdulazeez Yari, jointly briefed journalists at the end of the meeting.
Yari told journalists, through the Director of Funds, Office of the Accountant-General of the Federation, Mr. M.K. Dikwa, that council members received the report of the ECA and unremitted funds by the NNPC.
He said:
“On that line, a four-man committee consisting of the governors of Edo, Gombe, Kaduna and Akwa Ibom states was constituted to go through the books of the NNPC and Excess Crude as well as the Federation Account.
”The four-man committee will check the books of the NNPC, most especially the issue of excess crude and what is not remitted into the Federation Account.
“The Federal Government, in conjunction with the Central Bank of Nigeria, will look inwards to see how to support and how much they will give to states, especially on the issue of outstanding salaries owed by the states and even the Federal Government.”
Explaining what happened at the NEC meeting, Oshiomhole said the NNPC and the Office of the Accountant-General of the Federation were compelled for the first time to provide information on the total sales of Nigeria’s crude from 2012 to May 2015.
The Edo governor said,
“We are talking about transparency; we are talking about change. And what we saw from those numbers, which I believe that Nigerians are entitled to know, is that whereas the NNPC claimed to have earned N8.1tn, what NNPC paid into the Federation Account from 2012 to May 2015 was N4.3tn.
“What it means is that the NNPC withheld and spent N3.8 tn.
“The major revelation here is that the entire federation, that is the Federal Government, the states and all the 774 local governments, the amount the NNPC paid into the Federation Account for distribution to these three tiers of government came to N4.3 tn and the NNPC alone took and spent N3.8tn.
“This means that the cost of running the NNPC is much more than the cost of running the Federal Government. That tells you how much is missing, what is mismanaged and what is stolen. There are huge figures.”
“If the Federal Government cannot spend without appropriation, why should any agency spend without appropriation.
“This is what the Constitution provided for and this is what President Muhammadu Buhari has promised to do; henceforth all money must go to the Federation Account.
“If you were doing that, you would not have a situation where the NNPC alone will spend N3.8trn and remit to the federal, states and local governments N4.3trn, which means NNPC is taking about 47 per cent and that explains all the leakages you are talking about.”
El-Rufai said the account was set up in order to be accountable such that every state and local government would know what they had in the account though they could not spend it.
He said,
“The Excess Crude Account is 52 per cent owned by the Federal Government and 48 per cent owned by the states and the local governments.
“So the decision of the NEC is to set up this committee of four to look at the operations of the Excess Crude Account and make recommendations to council on its future.
“The other thing the committee will do is to look at the operations of the Federation Account, particularly the shortfall and again come back to council with very clear recommendations as to what to do.
“We have not been given a time frame but as you can imagine state governments are under pressure, many of our state governments are unable to pay salaries on time without recourse to borrowing, so this is very important to us.
“This is an all-governors’ committee; we wear the shoes and we know where they pinch. So we are going to do this as quickly as possible.
“The next meeting of the council is on July 23; we hope to complete our work and be in a position to report to council on that day. So within the next one month, we will be done by God’s grace.”

An overweight 27 year old Canadian woman shed a third of her body weight, she went from being overweight in high school to placing in national bodybuilding tournaments.
Trista Elaschuk who used to weigh 195lbs now weighs only 130lbs and is now participating in various bodybuilding competitions.
Trista said she decided to lose weight after high school so she joined weight watchers and lost 50lbs but like so many other people she gained weight again. However, when she met her current bf Kale, he inspired her to lose the wiehgt and maintain it.
About a year after they met, in November 2010, they went on a double date to their first bodybuilding convention. There, she felt in awe of the professional bodybuilders, and realized that she, too, could compete.
'I was so inspired and motivated by these women on stage and knew I had to be one of them,' she explained.
So Trista hired a coach, who worked with her for 23 weeks to get ready for her first competition.
'I traded in partying and binge eating on the weekends for heavy lifting and meal prep,' she wrote on her Facebook page. All that hard work paid off - her debut was at the Southern Alberta Bodybuilding Championship, where she placed three out of 15.
'I struggled with weight my entire life and went on my first diet at the age of 16,' she said in a recent interview. 'I knew I had to made a change.'

Ohanaeze Youths Warn Against Relocation Of Boko Haram Suspects To S’East
Ohanaeze Ndigbo Youth Council has warned the Federal Government against the rumoured plan to relocate some Boko Haram terror suspects to some prison facilities in the South East.
National President of OYC, Okechukwu Isiguzoro, who handed down the warning in a press statement issued Monday in Aba , described such
plan as ” exportation of terrorism to the peaceful South East region”.
He expressed dismay that “anybody would contemplate relocating terror suspects who had wrecked havoc in the North East to the South East which shares no geographical boundaries with the hotbed of Boko Haram”.
According to him, relocating the terror suspects to ” Onitsha or any other federal prison in the South East as rumored amounts to exposing the region to Boko Haram attacks “.
He recalled that some prison facilities in the North including Abuja “with their sophistications” had severally come under attack by Boko Haram in their desperation to free their members detained in such facilities.
The statement read in part: ” Ohanaeze wants to warn the Federal Government to rescind its rumoured plans to relocate Boko Haram suspects to Onitsha prison.
“We view such move as a declaration of war on the peaceful and law-abiding people of the South East, and we will vigorously resist any step considered injurious to Ndigbo.
“The Federal Government should not export terrorism to Igbo land the way Patrick Sawyer exported Ebola to Nigeria because we don’t deserve such treatment.
“While we appreciate our federal system of government , we will not tolerate any move , policy or action that will make the South East a target of Boko Haram terrorists who have ruined some Northern states”.
OYC advised Buhari not to be deceived into taking any action that would portray him as tribalist in view of the heterogenous nature of Nigeria.
“That we voted massively for ex- President Goodluck Jonathan who lost election does not mean that we should be treated as prisoners of war.
“We are equal stakeholders in Nigeria and nobody should try to push us to the wall or take our patience and inestimable sacrifices for the unity of Nigeria as foolishness or sign of weakness.
“Igbo land which enjoyed peace and stability under ex- President Jonathan should not be made porous or exposed to terror attack under the current administration”, the statement said.
OYC also warned that any attempt to remove Senator Ike Ekweremadu from his position as the Deputy Senate President will be taken as a declaration of war against the people of South East.
It said his emergence as Deputy Senate President was God’s
intervention against sidelining Ndigbo in the political equation of the country.
OYC therefore, advised Buhari to maintain his neutrality and non interfere posture in the affairs of the National Assembly to safeguard the independence of the legislative arm of government.
The council also enjoined all senators from the Southern part of Nigeria to support Ekweremadu’s emergence and resist any attempt by anti-Igbo elements to impeach him.
OYC assured Ekweremadu of the full support of Igbo youths and urged him not to be discouraged by the antics of his detractors.

In 1973 the American Psychiatric Association declassified homosexuality from its list of mental disorders. A group of psychiatrists with B4U-Act recently held a symposium proposing a new definition of pedophilia in the Diagnostic and Statistical Manual of Mental Health Disorders of the APA.
B4U-Act calls pedophiles “minor-attracted people.” The organization’s website states its purpose is to, “help mental health professionals learn more about attraction to minors and to consider the effects of stereotyping, stigma and fear.”
In 1998 The APA issued a report claiming “that the ‘negative potential’ of adult sex with children was ‘overstated’ and that ‘the vast majority of both men and women reported no negative sexual effects from childhood sexual abuse experiences.”
Pedophilia has already been granted protected status by the Federal Government. The Matthew Shephard and James Byrd, Jr. Hate Crimes Prevention Act lists “sexual orientation” as a protected class; however, it does not define the term.
Republicans attempted to add an amendment specifying that “pedophilia is not covered as an orientation;” however, the amendment was defeated by Democrats. Rep. Alcee Hastings (D-Fl) stated that all alternative sexual lifestyles should be protected under the law. “This bill addresses our resolve to end violence based on prejudice and to guarantee that all Americans, regardless of race, color, religion, national origin, gender, sexual orientation, gender identity, or disability or all of these ‘philias’ and fetishes and ‘isms’ that were put forward need not live in fear because of who they are. I urge my colleagues to vote in favor of this rule.”
The White House praised the bill saying, “At root, this isn’t just about our laws; this is about who we are as a people. This is about whether we value one another — whether we embrace our differences rather than allowing them to become a source of animus.”
Earlier this year two psychologists in Canada declared that pedophilia is a sexual orientation just like homosexuality or heterosexuality.
Van Gijseghem, psychologist and retired professor of the University of Montreal, told members of Parliament, “Pedophiles are not simply people who commit a small offense from time to time but rather are grappling with what is equivalent to a sexual orientation just like another individual may be grappling with heterosexuality or even homosexuality.”
He went on to say, “True pedophiles have an exclusive preference for children, which is the same as having a sexual orientation. You cannot change this person’s sexual orientation. He may, however, remain abstinent.”
When asked if he should be comparing pedophiles to homosexuals, Van Gijseghem replied, “If, for instance, you were living in a society where heterosexuality is proscribed or prohibited and you were told that you had to get therapy to change your sexual orientation, you would probably say that that is slightly crazy. In other words, you would not accept that at all. I use this analogy to say that, yes indeed, pedophiles do not change their sexual orientation.”
Dr. Quinsey, professor emeritus of psychology at Queen’s University in Kingston, Ontario, agreed with Van Gijseghem. Quinsey said pedophiles’ sexual interests prefer children and, “There is no evidence that this sort of preference can be changed through treatment or through anything else.”
In July, 2010 Harvard health Publications said, “Pedophilia is a sexual orientation and unlikely to change. Treatment aims to enable someone to resist acting on his sexual urges.”
Linda Harvey, of Mission America, said the push for pedophiles to have equal rights will become more and more common as LGBT groups continue to assert themselves. “It’s all part of a plan to introduce sex to children at younger and younger ages; to convince them that normal friendship is actually a sexual attraction.”
Sex offender laws protecting children have been challenged in several states including California, Georgia and Iowa. Sex offenders claim the laws prohibiting them from living near schools or parks are unfair because it penalizes them for life.
